I think most the rogue armies are pretty terrible (like most beastmen and orc once I've had are ezpz), but once in a while you get those insane doomstack rogue armies running high end troops at the beginning of the game and with the quite frankly insane AI boosts, its pretty easy for them to start snowballing fast if they're not dealt with.
